The meeting began on Monday in Morocco and will last for two weeks. Participants should turn the Bonn political agreements into a legal tool for Kyoto to be ratified in 2002.

For the entry into force of the Kyoto Protocol, 55 states must be ratified, including 55% of pollutants emitted into the atmosphere in 1990, i.e., industrialized countries. So far some 40 countries have ratified the protocol, but none of the most powerful have. The United States rejected the protocol and will not ratify it. Despite the hope that some may change their minds at this meeting, the United States does not seem to return to the path of the Kyoto Protocol.

In order to implement the Kyoto Protocol in Morocco, it is necessary to design and agree on legal tools such as trade in emission quotas, fines, the issue of forest cleaning capacity, etc. What was not done in Bonn. Scientists who are critical of Kyoto claim that it is throwing money and that its application will be nothing. Supporters see it as a first step towards greater agreements.

Four years after the Kyoto summit. Many are pessimistic and skeptical and question the veracity of government commitments. The Kyoto Protocol progresses slowly and stumbles and there is a sense of failure in all meetings. The newcomer to Morocco will not end up the same!
